An official said that in the first phase green letter was issued to the ministries with the timeline to provide data which was followed by a yellow letter and now a red letter has been finally issued.
The letter issued to the ministries and divisions was with regard to delay in critical tasks which included: (i) provision of the list of positions lying vacant at all levels for framing or updating of recruitment rules; (ii) provision of list of position lying vacant at all levels that could be re-designated, rationalised or deleted; (iii) provision of list of officers/officials eligible for promotion but not being promoted due to various reasons; (iv) timely disposal of all disciplinary proceedings initiated against government employees that are lying pending for more than three moths; (v) and provision of data on a prescribed format regarding record/files to be archived, machinery, vehicles, equipment to be condemned and disposed of as per approved procedure.
"Keeping in view the significance of the tasks, a yellow letter (reminder) was issued to intimate that half of the assigned timeline has lapsed dated 17.08-2019 and despite the above stated position, the task got critically delayed and is now laying overdue at your end.
"In the light of the above it is desired to issue red letter and convey that no further extension would be granted in the time line of the instant task and it would be completed in all respect by September 9 well before the submission of a report on compliance to the Prime Minister."
The secretaries were conveyed that red letter would be a factor into the performance report of the concerned ministries/divisions, therefore, all other tasks whose timelines are not yet expired would specifically be looked into.
The red letter was issued to Secretary Climate Change, Secretary Commerce Division, Secretary Communication Division, Secretary Establishment Division, Secretary Federal Education & Professional Tanning Division, Secretary Finance Division, Secretary Human Rights, Secretary Industries and Production Division, Secretary information and Broadcasting Division, Secretary Information Technology & Telecommunication Division, Secretary Inter Provincial Coordination Division, Secretary Maritime Affairs, Secretary Interior, Secretary National Foods Security And Research Division, Secretary National History/Literary Heritage Division, Secretary National Health Services Regulations and Coordination Division, Secretary Parliamentary Affairs Division, Secretary Planning, Development and Reform Division, Secretary Postal Services, Secretary Poverty Alleviation & Social Safety Division, Secretary Power Division, Secretary Privatization Division, Secretary Railways Division, Secretary Religious Affairs & Inter-Faith Harmony Division, Secretary Science & Technology Division, and Secretary Water Resources.
